TRAI charges fines on eight mobile Operators for Poor Quality of Services

Telecom Regulatory Authority of India (TRAI) has recently charged fines on 8 mobile service provider including both GSM as well as CDMA who were failed to meet the benchmarks for Quality of Service as per regulation of TRAI.TRAI imposed fine maximum in Aircel and lowest in Bharati Airtel among the 8 mobile service providers and next is Reliance (Rcom and RTL).

TRAI imposed fine of Rs.9,50000 on Aircel, 9,00,000 on Reliance Communications (Rcom) and Reliance Telecom (RTL), Rs.4,00,000 each on Vodafone India, Tata Docomo and BSNL, Rs.2,50,000 on Idea Cellular, Rs.2,00,000 on Uninor and Rs.1,50,000 on Bharti Airtel, for not meeting the benchmarks consumer centric parameters prescribed in the Quality of Service (QoS) Regulations, based on the Performance Monitoring Reports.


TRAI measures the performance of Mobile Service providers based on more than 10 parameters. Under these rule, service providers must pay a penalty of up to 10 Lakh (1 million) rupees for furnishing incorrect data measuring each parameter in the report submitted to the regulator.

The performance of the wireless service providers (GSM and CDMA Mobile service providers) too has improved in respect of the following Quality of Service parameters:-



  • Base Transmitter Stations (BTSs – Mobile Tower) accumulated downtime (not available for service) .

  • Worst affected cells having more than 3% call drop rate.

  • Worst affected BTSs (Mobile Tower) due to downtime.

  • Period of applying credit/ waiver/ adjustment to customer’s account from the date of resolution of complaints.

  • Metering and billing credibility – postpaid and postpaid service.

  • % age requests for Termination / Closure of service complied within 7 days.

  • Time taken for refund of deposits after closures of services.
